Elizabeth K. (Betsy) Julian works with ICP and Mobility Works as a consultant on mobility practice and policy.  She is the founder and former President of ICP, where she established ICP’s Mobility Assistance Program in 2005.  She served in the Clinton administration as HUD Deputy General Counsel and Assistant Secretary for Fair Housing and Equal Opportunity.  She is an attorney and has practiced poverty and civil rights law for over 40 years.
